I'd like my weather site to tell me what time rain is likely to begin and to end.

(I left my umbrella on the train this morning, and find myself stuck indoors)

I get a pretty good idea from www.weather.com's "hourly" tab. or "hour-by-hour", or whatever they call it.

You could learn to read the TAF. Updates every six hours, specific to the region surrounding the nearest large or medium-sized airport.

Obsolete format? If you can't say it on an ASR-33, it's not worth saying!

For short-term forecast, just look at the radar.

On your favourite weather site. I don't know of a site that doesn't have some kind of radar map. The first three hits on google for "weather vancouver" each has one (the first hit you have to click on 'radar map', the second hit you have to scroll down a bit, but it's all AJAXy and cool, the third hit the radar picture is as prominent as anything else).
