LaTeX figure placement

Dear LJ Genie,

Why is LaTeX so willful when it comes to figure placement? Why doesn't it listen to my "[h!]"?

[H] (requires the float package) instead of [h!] hasn't failed me so far, which is odd because that's pretty much the same as [h!].

ah, this is better, thank you! It's not obeying perfectly when I try to insert things at the bottom of the page, but at least it's in the right order.

Any idea how to put a table(\tabular) side-by-side with a graphic?
