MPEG encoders

Can anyone recommend some MPEG encoders for high-quality compression? I'd like to compress my huge AVI files (100MB/minute).

it seems to be for DVDs. Can it convert from AVI to MPEG?

Since there are no releases I downloaded the source (snapshot of the SVN repository). They have C files and a Makefile, but no instruction on how to call gcc.
