Google annoyance

guslWhy do irrelevant ad-filled pages often come up at the top? I'm talking about:
* pages that obviously don't have any content, but seem to make it up on the spot...
* pages in about spamful search engines, whose only content about [search term] is: "search for [search term] on our site!!!"
How are they hack PageRank, and why doesn't Google do something about it?
