guslAls de meeste fietsen in Nederland/Amsterdam worden gekocht van junkies, wie dan is de eindelijk slachtoffer? Wie zijn die mensen die nieuwe fietsen kopen ondanks de verwachting dat ze gestolen zullen worden? Ze bestaan zeker: anders zou niemand fietsen maken.
Als de diefstal gehalte even hoog is als het blijkt, dan zou je een "tragedy of the commons" verwachten. Het klopt niet dat het zo makkelijk is om te "free ride", bv als je een junkiefiets koopt voor 10 Euro en goed sluit voor een paar jaar.
Het is zeker dat iemand de prijs betaalt. Maar wie en waarom?

If most of the bicycles in the Netherlands/Amsterdam are bought of junkies, who are then the ultimate victim? Who are those people who buy new bicycles in spite of the expectation that they will be stolen?
They exist certainly: differently nobody would make bicycles.
If the robbery rate is just as high as it seems to be, then you would expect a "tragedy of the commons". It doesn't make sense that it should be so easy to "free ride", e.g. if you buy a junkie bicycle for 10 Euro and lock it well for a couple of years.
It is certain that someone pays the price. But who and why?

Your word order seems correct, but I don't know about mine. Modifiers such as "in" can be placed after the participle.
I wonder about the case where you have to say:
"but he said that HUGE QUOTE"
"maar hij heeft dat HUGE QUOTE gezegd" sounds awkward.
