Doesn't soccer suffer from the statistics of small numbers, such that there are many "cheap" upsets?

Sure. When few goals are scored, it's easier for the better team to lose. But there might be other reasons: maybe "how well teams play" is also more unpredictable in soccer.

Well, the blurb you link to only counts upsets. The reasons for the upsets would interest me, as my definition of "exciting" includes unexpected strong play, not just random fluctuations in small numbers.
